Launched in the year 2015, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is considered to be the country’s largest skill certification scheme. PM Kaushal Vikas Yojana is executed by the National Skills Development Corporation (NSDC) guided by the Ministry of Skill Development and Entrepreneurship (MSDE). Until the last quarter of 2019, the Kaushal Vikas mission has led to the training of over 69 lakh Indian youth and has received a new budget allocation to continue on for the next 4 years. By 2020, the government hopes to impart skills to 1 crore Indians.

What are the key components of the Kaushal Vikas mission?
As a whole, the Pradhan Mantri Kaushal Vikas Yojana provides industrial skill certification to India’s unemployed population. The benefits of this scheme are twofold: to enable the unemployed to find better job opportunities and thus boost their livelihood, and to improve the economy of the country. To achieve this goal, the PM Kaushal Vikas Yojana has the following components:
- Short-term Training
Under this section, the government provides training and assessment costs for eligible candidates to the Training Partners, who themselves conduct outreach programmes to target school and college dropouts. The candidates are trained as per the National Skill Qualification Framework (NSQF) to achieve standardisation in terms of course curriculum and induction in job roles defined by the Qualification Packs (QPs) or National Occupational Standards (NOSs). PMKVY courses include soft skills training, entrepreneurship and financial and digital literacy too. The training lasts anywhere between 150 to 300 hours as per the job role and on completing this training, candidates are placed with the help of Training Partners.
- Recognition of Prior Learning (RPL) Guidelines
Those who have learnt skills in the past or have some education but are unemployed are evaluated and certified under this component of the PM Kaushal Vikas Yojana. If any knowledge gaps are found by the RPL camps and centres, Project Implementation Agencies offer bridge courses to these candidates.
- Special Projects Guidelines
Training for jobs in special roles that are not defined by the QPs and NOSs is imparted under this component of the Pradhan Mantri Kaushal Vikas Yojana. These include training in special areas or in premises of government bodies, industries or corporates and thus differ from that offered under the Short Term Training component.
- Kaushal and Rozgar Mela Guidelines
This component of the Kaushal Vikas mission focuses on engaging and mobilising the community, reaching out to India’s unemployed population and making them part of a better skill india. Training Partners who impart skills under this scheme thus conduct Kaushal and Rozgar Melas at least twice a year and are also supposed to be a part of the National Career Service melas and other activities.
- Placement Guidelines
Since skills training is meaningless without connecting the skilled workforce to employment opportunities, this component of the PM Kaushal Vikas Yojana has been put in place. It lays down important guidelines for Training Partners to not only provide placements to assessed candidates who are trained and certified, but also encourage entrepreneurship.
- Monitoring Guidelines
Ensuring that all skills training centres maintain quality standards, this component of the PMKVY governs the monitoring activities undertaken by recognised inspection agencies. These include technology-enhanced endeavours such as monitoring via the Skills Development Management System (SDMS) as well as via call validations, surprise visits, self-audits and more.
Who is eligible to be trained under the PM Kaushal Vikas Yojana?
Any Indian citizen is eligible to receive training and placement under the Kaushal Vikas mission, provided that they are:
- Unemployed
- College or school pass-outs or dropouts
In addition, all beneficiaries are required to have an ID proof (such as Aadhaar card or voter ID) and a bank account in their name.
